I read in PC Gamer that Steam is going to offer to publishers, free of charge all publishing rights for steam in a new package called steamworks. Since they have worked the majority of the bugs and issues out of the system with their big budget titles such as Half Life 2, Team Fortress, Portal and the Half Life episodes one and two they feel that it is time to give back to the comumity. So they are giving away all of there hard work to those who whould like to play with it. Complete rights to editors, all update information, etc...etc...
Not sure how far they are going with this but this could open up a whole new era for indy game developers.
On top of all of this I think I saw something in the issue of PC Gamer about Team Fortress 2....Too much good stuff...
